creo que has hecho algunos cambios.
El comentario de pitufo, es acertado.
Pero puedes poner una alternativa al texto por defecto que quieres que visualizen.
Bueno, yo más que nada, quiero preguntarte algo, por que estas dando porcentajes a algunos elementos, que no te benefician para nada.
Esto te crea problemas, creo..!!!

Luego tu comentario, que se corta, a otra resolución de pantalla, es elemental.
Deberías trabajar tu página, contenida, y en auto, y en vez de rowspan="4" bgcolor="#002F5E", asignarle ese trabajo al <body>.
Debajo, te pegaré tu primera.html, copia todo en un bloc de notas, cambia la extensión txt, por html y lo abres.
Los cambio que he hecho son lo siguientes,
he eliminado, lo que genera problemas en otras resoluciones mayores;
<td width="11%" rowspan="4" bgcolor="#002F5E"></td> el de la izquierda
<td width="11%" rowspan="4" bgcolor="#002F5E"></td> el de la derecha
he añadido <div id="todo-el-contenido"></div> y he contenido tus tablas,
he escrito en tus estilos;
al body el color de fondo que tenías; #002F5E
a la capa #todo-el-contenido, una propiedad auto que funciona, y margin "0".
#todo-el-contenido{ width:800px; margin:0px auto;}
Como no se exactamente las medidas que has útilizado, he puesto 800px en el ancho, pero puedes probar a cambiarlo, y verás que en todas las resoluciónes, siempre está el centro, lo que a tí no te sucede con los porcentajes.
Bueno prueba esto que te comento, y nos das tu opinión:
Tambien puedes crear una hoja de estilos, para tu html.
Hay algún que otro error como tu dices, sintactico, que luego puedes solucionar.
Espero no haber copiado mal algo en el texto, si es así lo vuelvo a pegar.
